The Trump administration has unveiled a multi-agency effort that would protect American farmland, food security and agricultural research from foreign control – with a sharp focus on curbing Chinese influence. In a press conference at the U.S. Department of Agriculture (USDA) headquarters on Tuesday, July 8, Agriculture Secretary Brooke Rollins, along with Defense Secretary Pete Hegseth, Homeland Security Secretary Kristi Noem, Attorney General Pam Bondi and White House trade adviser Peter Navarro, announced the National Farm Security Action Plan as one of the most significant national security overhauls in U.S. agricultural policy. The plan lays out a comprehensive strategy across seven critical areas to defend U.S. agriculture from foreign threats and reinforce national security. It calls for strict limits on foreign ownership of American farmland, with full transparency and harsher penalties, particularly targeting adversarial nations. The plan calls for the immediate termination of USDA research contracts and agreements with at least 700 foreign nationals from "countries of concern," including China. The administration also plans to unregister more than 550 foreign entities that threaten the national agricultural security. It also focuses on protecting federal nutrition programs like Supplemental Nutrition Assistance Program (SNAP) and Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) from foreign fraud, ending research collaborations with hostile nations and securing agricultural innovation from theft. Additionally, all USDA programs will be realigned to reflect a strong "America First" policy stance. To safeguard biological health, the plan boosts biosecurity efforts against plant and animal threats, while also designating farms, food systems and rural infrastructure as vital components of national agricultural security.

AG Bondi: Farm security is national security

According to Rollins, more than 265,000 acres of U.S. farmland are currently owned by Chinese nationals, with significant portions located near critical military bases to steal agricultural research and launch cyberattacks on critical food infrastructure. She also revealed that President Donald Trump would likely sign an executive order in the coming days to further crack down on foreign encroachment in the agricultural sector. And we'll never let foreign adversaries control our land, our labs or our livelihoods," said Rollins on Tuesday. "This Action Plan puts America's farmers, families and future first – exactly where they belong. Under President [Donald] Trump's leadership, American agriculture will be strong, secure and resilient. He will never stop fighting for our farmers and our ranchers." The initiative follows a high-profile federal case in June in which two Chinese researchers were charged with attempting to smuggle a dangerous, crop-destroying fungus into the United States. "Both of them have ties to the CCP," said Attorney General Pam Bondi on Tuesday, referring to the researchers, a couple working at the University of Michigan. "Just days later, we arrested another Chinese citizen for sending packages of concealed biological materials into the United States." For Bondi, "farm security is national security." Thus, she stressed that "the Department of Justice will continue working to prosecute those who threaten American agriculture, investigate cases of potential agro-terrorism and protect America's farmers from illegal threats at home and abroad."
